Is VAT applicable in secondary market residential apartments in?

No VAT is not charged on second hand property in Poland. If the property has been used for business purposes it may have VAT payable on sale but usually ordinary residential property which was sold new and was VAT paid is zero rated. You do however have to factor in taxes and Notary fees which are not in the advertised price so allow 3% and then there are the realtors fees so I would always estimate another 5% in total on the advertised price.
